Normative acts issued by correspondent state ministries, law "ON CERTIFICATION OF PRODUCTS AND SERVICES" regulate receipt of the certificate for a certain type of product.
List of products subject to mandatory certification was adopted by RF government regulation dated 13.08.1997 No.1013 (with amendments dated 24.05.2000). Order of Ministry of Health dated 20.07.1998 No. 217 " On hygienic assessment of manufacture, delivery and realization of goods and services"(with amendments dated 02.09.1999) and Order of Ministry of Health of Russia dated 15.08.01 No.32 regulating mandatory character of hygienic product assessment. A list of products subject to mandatory certification in sphere of fire safety in RF was adopted by Order of Ministry of Home Affairs of RF dated 28.03. 1996 No.10 "On adoption of normative acts in System of fire safety certification of products and services ".

Term of certificate of conformity execution depends on availability of earlier issued certificates in this system of certification, type of product, quantity of product (consignment, contract, series production) and its specifications.

|Is it necessary to show certificates at the customs?|
Yes, it is. In accordance with the Resolution of State technical committee dated 01.10.2000 products of foreign manufacture imported to Russia shall be certified in compliance with Russian standards of certification. However they're some types of products that don't require certificate of conformity. Even though imported product is not subject to mandatory certification manufacturing plant shall obtain the letter of refusal where it is confirmed that certificate is not necessary.
|When is it necessary to show certificate of conformity?|
Certificates or testimonials on their acknowledgement are shown at the customs together with shipping customs declaration in order to obtain entry permit to the territory of Russian Federation. Customs official can give a phone call to certification body that issued the certificate using the phone number indicated in the certificate and inquire of its confirmation.
Tax officer and sanitary-and-epidemiological institution officer have a right to inspect whether certificate of conformity is available in sales outlet.
|What is certificate of conformity for series manufacture?|
Certificate of conformity for series manufacture with validity up to 3 years can be issued by expert organization accredited in GOSSTANDARD. Either foreign manufacturing plant or vendor delivering products to Russian market can get this certificate. After manufacturing process analysis and laboratory tests of specimen product expert commission from certification body makes a decision on issuing the certificate of conformity for series manufacture. Expert conclusion is made quicker if the company already has quality certificate of ISO standard. Certification body has a right to carry out inspection test of production line annually. Therefore the company, which placed an order for obtaining a certificate, bears expenses connected with a trip of experts to the manufacturing plant.
|What documents are required to obtain the certificate of conformity GOST R for series production?|
The following data shall be submitted in order to obtain the certificate of conformity in the system GOST R: information about manufacturer (address, telephone, fax), data on applicant, registration certificate of applicant's company, applicant's company details, precise description of the certified product, including its types and models, product catalogue, technical documentation, certificates or test reports obtained before (advisable), letter of guarantee from manufacturer (applicant), certificate of quality management system ISO 9000 ( if available).
|What documents are required for certification of a consignment?|
The following data shall be submitted for certification of a consignment in the system GOST R: information on manufacturer (address, telephone, fax), data on applicant, registration certificate of applicant's company, applicant's company details, precise description of the certified product, including its types and models, product catalogue, technical documentation, certificates or test reports obtained before (advisable), size of a consignment (advisable), copy of the contract for delivery, certificate of quality management system ISO 9000 (if available).
|Who issues the certificates?|
Independent organizations, accredited by correspondent ministries and authorities. Authorized Certification body can issue a certificate against the following documents (test reports, conclusions of sanitary-epidemiological service(SES), product specifications, technical conditions (TC) , authorized documentation, contracts etc.)
|What is certification process based on?|
Certification is based on carrying out production tests. Tests are carried out in accredited laboratories, as a result of tests so called test report is issued. This is the very document on the ground of which the Certificate is prepared.
|Can a certificate be issued without carrying out tests?|
There are certain cases when a certificate can be issued just on the ground of submitted documents without carrying out tests. There are special certification schemes and certain condition for that.
|What is sanitary-and-epidemiological conclusion?|
This document, which is also called hygienic certificate, warrants that product; kind of activity or technical conditions are in compliance with set hygienic norms and sanitary regulations.
|Is there set list of products subject to compulsory hygienic expertise?|
Yes, there is a set list: Appendix 2 and Appendix 3 (Ministry of Health Order No.325 dated 15.08.2001, but without strict connection with existent classifiers (All-Russian Production Classifier and Product Nomenclature of Foreign-economic Activity) and it doesn't always confirm necessity of hygienic certification.
|What is certificate of conformity GOST R?|
This document confirms that product is in compliance with quality and safety requirements, established for present product by current standards and regulations (GOST, GOST R, GOST R MEC, GOST R ISO etc.). Certification body accredited in GOSSTANDARD system issues certificate of conformity.
|What is necessary to obtain the certificate of conformity?|
To prepare a set of documents in accordance with the list approved by certification body manager and agree upon certification scheme to be used for certification (price ant terms depend on this scheme)
|In what case is "Letter of refusal" required?|
There are cases when it is not clear enough, which code to use All-Russian Production Classifier or Product Nomenclature of Foreign-Economic Activity to classify the product, therefore a question arises whether it is necessary to certify the product. Representatives of supervisory authorities, including customs can put such a question.
|What documents are required to obtain "letter of refusal"?|
- Registration certificate of artificial person;
- Contract (with translation into Russian);
- Invoice or specification (with translation)
- Description of a product with external view (in case the product is complex and it is difficult to determine Code of Product Nomenclature of Foreign-Economic Activity by its designation).
|What is declaration of conformity?|
This is a document, where manufacturer (vendor) declares, that product stated in declaration is in compliance with established requirements (standards).
|Is there a list of products compliance with which can be confirmed by declaration of conformity?|
Yes, there is. It is mentioned in GOSSTANDARD Regulation of Russia No. 64 dated 30.07.2002. (Nomenclature of production, compliance with which, can be confirmed by declaration of conformity). However there are some items in this nomenclature when declaration of conformity is valid only on condition that it is supplied with test reports.
|What documents are required to obtain fire certificate (foreign manufacturer)?|
- Registration certificate, applicant's (vendor's) registration in tax inspectorate;
- Contract for delivery;
- Invoice or specification to the contract, consignment note;
- Technical description of the production (specifications);
- Test reports according to fire safety parameters (if available).
|Are there any authorization-based documents except certificates that allow to use one or another production?|
Yes, there are. For example, the permit of Rostechnadzor for the equipment operated at industrially dangerous objects (mines, power station, drilling and oil-producing units, etc.)
|Are there Lists of production subject to compulsory certification?|
- For foreign manufacture - Letter of State Technical Committee 01-06/47124 dated 28.11.2002 (addendum to Order of State technical Committee No. 217 dated 23.05.94);
- For production of domestic manufacture- Gosstandard of Russia Regulation No.64 dated 30.07.2002.
|How is belonging to above mentioned Lists determined?|
Belonging to mentioned Lists and correspondently to objects of compulsory certification is determined by codes of All-Russian Production Classifier and Product Nomenclature of Foreign-Economic Activity. If production (code) is found in one of these Lists, then production shall be certified
|How is certification scheme chosen?|
Certification body makes a choice of one ore another scheme of certification on the ground of presented documentation.
|What certification schemes are most frequently used?|
There are several certification schemes established by regulations, the following are most frequently used:
- Scheme No.3a: certificate issued in this case is often called " for series production" or "for manufacture" (issued with validity from 1 till 3 years depending on kind of production, test results, state of manufacture and other factors);
- Scheme No.2, 7: "for contract" - intended for the production imported by consignments during certain period, usually 1-2 years (No.2) or for certain quantity stated in the contract (No.7);
- Scheme No.9- simplified scheme for simple specimen product or small consignment. In this case certificate is issued on the ground of declaration of conformity with some documents attached that confirm compliance of the production with established requirements. Those documents can include test reports, quality system certificate ISO 9001. In this case carrying out tests is not required.
